Goals: Identify areas of opportunity and assign new uses, improve landscape and facilities. Create strategic plan for new economy. Attract investors and create tractor facilities/spots (Guggenheim). Clean up the river. Modelize transport and communications to identify and correct intermodality and efficiency.
